What are s278 Works?
Section 278 (s278) of the Highways Act 1980 allows developers to make changes to public highways, often requiring road widening, junction modifications, or new access roads.
However, existing utility infrastructure, such as electricity, gas, water, and telecom mains, can often be located within the proposed construction area.
Before any s278 works commence, these assets need to be relocated or diverted in compliance with regulations.
Managing utility diversions can be complex, involving multiple stakeholders, permits, and careful coordination to prevent delays and budget overruns. Our role is to support developers and contractors in identifying, planning, and managing utility relocations efficiently.
Why Utility Diversions Are Necessary for s278 Works
Many highways contain essential underground utility networks. If construction works interfere with these networks, relocations must be completed to ensure:
Minimised Impact – Reducing downtime for surrounding infrastructure and services.
Safety – Avoiding damage to live utility networks during roadworks.
Compliance – Meeting local authority and utility provider requirements.
Project Continuity – Ensuring s278 works proceed without unexpected disruptions.
How We Assist in Utility Diversions
Our approach ensures that all utility-related aspects of s278 works are managed efficiently.
Initial Assessment & Feasibility Studies
- Identifying affected utilities within the proposed s278 work zone.
- Engaging with Distribution Network Operators to determine diversion requirements.
Liaison & Coordination
- Acting as a central point of contact between developers, local authorities, and utility companies.
- Ensuring all necessary applications, permits, and wayleave agreements are in place.
Project Planning & Scheduling
- Developing a strategy to align utility works with the overall s278 construction timeline.
- Implementing phased works to reduce road closures and service disruptions.
Facilitation & Progress Tracking
- Keeping stakeholders informed on the status of utility works.
- Identifying potential delays early and working with all involved parties to resolve them.
Case Study
“We are utilising C2E on a number of projects across our region and have found them very helpful with pre-con. They find what services are in the project vicinity which might need diverting or removing and obtaining quotations for new services to projects. The project team at the office are always very approachable, even when the pressure is on. They make our life a lot easier having them on board.”
